Here is what I think. I have not watched the Gotham series nor do I plan to, so I did not factor any of them in.
Bruce Wayne: Best = Michael Keaton / Worst = Val Kilmer Batman: Best = Christian Bale / Worst = Val Kilmer (I Want to say Ben Afleck whom I have zero interest in seeing even though it isn't even out yet) Robin: Best = Burt Ward / Worst = Chris Odonell Barbara Gordon Batgirl: Best = Yvonne Craig / Worst = Alicia Sylverstone Alfred: Best = Michael Cain / Worst = Michael Gough James Gordon: Best = Gary Oldman / Worst = Pat Hingle Penguin: Best = Burgess Meredith / Worst = Danny DeVito Riddler: Best = Frank Gorshin / Jim Carrey Catwoman: Best = Halle Berry / Worst = Eartha Kitt Joker: Best = Heath Ledger 2nd = Jack Nicholson 3rd = Cesar Romero (I don't have a worst category here either hehe.)

Having watched probably all the Adam West Batman episodes more than once, I will probably favor those from the show because of being more developed through more facetime. Likewise, having watch some of the Gotham episodes, I may lean towards the character with more backstory and development. Despite bad or good acting, some people "appear" or "just look" the part. For instance, Ben Affleck looked like a great Daredevil, based on comicbook drawings, but not so much as Batman. And went with Ranking vs Best/Worst
Bruce Wayne 1) George Clooney - when I think rich millionaire, I think George Clooney 2) Adam West 3) Micheal Keaton 4) David Mazouz 5) Christain Bale - only cause the more excessive Playboy style seemed forced, which differs from the rest 6) Val Kilmer
Batman 1) Micheal Keaton - the immortal words "I'm Batman." 2) Christain Bale 3) Adam West 4) George Clooney 5) Val Kilmer 6) David Mazouz - really hasn't played as Batman
Robin 1) Burt Ward 2) Chris O'Donnell
Dick Grayson 1) Chris O'Donnell - for the brief circus background story & revenge subplot 2) Burt Ward
Barbara Gordon/Batgirl 1) Yvonne Craig - red hair 2) Alicia Silverstone - no red hair
Alfred - this is rather tough 1) Alan Napier (60's TV Series) - more developed character than M Gough 2) Michael Gough (90's Movies) - he looks like an Alfred 3) Michael Cain (2k Movies) - great actor, but doesn't look like an Alfred 4) Sean Pertwee (Gotham) - I like how he has a more interesting background story
James Gordon - as Commissioner 1) Neil Hamilton 3) Gary Oldman 2) Pat Hingle 4) Ben McKenzie
James Gordon - not as Commissioner 1) Ben McKenzie 2) Gary Oldman 3) Pat Hingle & Neil Hamilton
Penquin 1) Burgess Meredith 2) Robin Lord Taylor - even despite not having the typical chubby penquin look 3) Danny DeVito
Riddler 1) Frank Gorshin 2) Jim Carrey 3) Cory Michael Smith 4) John Astin

Joker 1) Cesar Romero - going with TV show over movies 2) Jack Nicholson - was a natural fit to play this part 3) Heath Ledger - did a great job playing Joker, but why so serious
